There was an Atlassian outage on Aug 2nd that prevented users from accessing many marketplace apps, This outage did impact some of the eSign users who for a period of time were not able to view the Signatures panel within Jira issues.
The eSign for Jira API services remained live and available throughout, and once Atlassian repaired the issue, impacted users were able to resume regular Signature operations
